Face The Flag:

Face The Flag When a flag officer makes an official visit, his flag, if senior to that of the yacht visited, shall be displayed in place of the burgee while he is on board. A yacht may display the personal flag of a national, state, or local official when such an individual is on board, or the national ensign of a distinguished foreign visitor. This flag should be displayed in place of the private signal or officer's flag for the President of the United States, and in place of the burgee for all other officials and visitors.

All vessels in any review flying either the USPS or yacht ensign at the stern or gaff should dip that flag when their bow comes abreast of the stern of the flagship and return it to full height when their stern clears the bow of the flagship. On such an occasion, the flag of the United States should not be flown, but if it is, do not dip it and use only the hand salute described below. Do not dip any flag other than the flag being flown at the stern staff or gaff, including the equivalent position on a Marconi (three-sided) sail.

A boater at a yacht club, or at a military or naval base, where formal morning and evening color ceremonies are held should follow the actions of local personnel who are not in formation. If you are outdoors when the flag is being raised or lowered, and you're wearing a uniform or visored cap, face the flag and give a hand salute, and hold it until the ceremony is completed. A man wearing a civilian hat should remove it and hold it over his left breast. Men not wearing headgear and women should place their right hand over their left breast. This is called the "breast salute." Automobiles should stop and all personnel should remain inside.
