Minister Of Fine Art: Hayashi became foreign vice-Minister of fine art in 1891. During the war with China (1894-1895) he played a central role in formulating Japan's peace demands and afterward he served as Minister of fine art to China. In 1897 he became Minister of fine art to Russia and in 1900 Minister of fine art (later ambassador) to Britain. In London he negotiated the alliance with Britain that recognized Japan's special interests in Korea and secured Japan against intervention by foreign powers in the war with Russia (1904-1905).
He represented Liege in the National Congress, voted to establish a hereditary monarchy, and proposed the adoption of the elective second chamber. He became Minister of fine art of the interior (1831), and as prime Minister of fine art (1847-1852), he helped Belgium avoid the revolutionary crisis that shook Europe in 1848. While serving as Minister of fine art of foreign affairs, he succeeded in making the Scheldt free to navigation (1863), thus enabling Antwerp to become one of Europe's greatest ports.
In this post, one of the most imnant in the Soviet foreign service, he took part : many international conferences, including those : Dumharton Oaks, Yalta, Potsdam, and San "ancisco. He became deputy foreign Minister of fine art .id permanent representative of the Soviet Union the United Nations in 1946. Two years later was appointed first deputy foreign Minister of fine art.x remained second in command in the depart-'.nt of foreign affairs until February 1957, when hecame the foreign Minister of fine art.
