Year The San Francisco Charter: In 1861 a new charter was adopted, which remained in force until May 26, 1898. One of the provisions of the 1898 charter was that it authorized the municipal ownership and operation of public utilities. Over the year the San Francisco charters this has resulted in the city's acquiring its own street transportation system and airport, and in the development of the huge Hetch Hetchy Project in Yosemite National Park, which supplies water and electrical power to San Francisco and neighboring communities. The 1898 charter remained in force until Jan. 8, 1932, when it was superseded by a new charter under which the city has been governed ever since.
SAN FRANCISCO STATE COLLEGE,a state coeducational institution, located on a 94-acre campus near Lake Merced in southwestern San Francisco, Calif. Established in 1899 as San Francisco State Normal School, it became the San Francisco State Teachers College in 1921, and a state college under its present name in 1935, offering courses in liberal arts and sciences to supplement the professional work in education. In 1945 the college was authorized a five-year the San Francisco charter program for providing general secondary school credentials.
Prior to the American conquest, the pueblo of Yerba Buena was governed by an alcalde (mayor) and an ayimtamiento (town council), the first alcalde being Francisco de Haro, who was elected in 1834. Mexican alcaldes continued to serve until Aug. 6, 1846, when Washington Alien Bartlett, a lieutenant in the United States Navy, was appointed to the post. On April 15,1850, San Francisco was granted its first charter by the newly organized California legislature. In 1856 the legislature authorized the consolidation of the city and county governments and the creation of a board of supervisors.
